This covenant will heal His people so they will be able to be whole. The Torah (instruction, direction you walk) will be put in the inward parts," the centre of consciousness, thoughts and affections. So that other cultures can be removed. It will be written on an uncircumcised heart, tender, un-harden so it will be driven by the voice of Yah and not the unhealed parts.
All this was done for healing so like the next verse 34 you will be ABLE to be intimate with Him.
Without being healed you won't be able to know Him.
